Demonstrating the Philippines’ steadfast commitment to a rules-based international order and the rule of law, Secretary of Foreign Affairs Enrique A. Manalo participated in the 61st Munich Security Conference in Bavaria’s capital from February 14 to 16, 2025.
Engaging in high-level discussions with global leaders and policymakers, Secretary Manalo advocated for regional security and strengthened multilateral cooperation.
On February 15, Secretary Manalo was a panelist in the roundtable discussion titled “Making Waves: Maritime Tensions in the Indo-Pacific.” Addressing the ongoing challenges in the South China Sea, he reaffirmed the Philippines’ sovereign rights, stating, “Whenever the Philippines undertakes any activity within our Exclusive Economic Zone, as defined by UNCLOS, we do so well within our rights.” He urged all nations to uphold international law, refrain from imposing unilateral interpretations, and commit to peaceful dispute resolution through dialogue and consultation.
Beyond the main sessions, Secretary Manalo engaged in bilateral meetings with counterparts from Europe, North America, and South America. He also met with business leaders and civil society representatives to explore opportunities for innovation, economic growth, and strategic partnerships.
The conference convened approximately 150 ministers alongside over 50 heads of state and government, underscoring its significance as a premier global security forum. Secretary Manalo was accompanied by Philippine Ambassador to Germany Irene Susan B. Natividad.
