The Philippine Ports Authority (PPA) formally launched its Integrated Management System (IMS) to enhance efficiency port operations.
The initiative, launched on Feb. 24, 2025 at the Port Management Offices, ensures compliance with ISO standards and the Government Quality Management Systems Standards (GQMSS).
The implementation of the IMS aligns with Executive Order No. 605, which establishes the structure, mechanisms, and standards for the Government’s Quality Management Program.
It also fulfills PPA’s commitment to the Governance Commission for GOCCs (GCG) for CY 2025.
The launch of the IMS at PMO NCR-North and PMO NCR-South follows the successful ISO certification of nine PPA-PMOs, including Batangas, Panay/Guimaras, Misamis Occidental/Ozamiz, Zamboanga, Socsargen, Misamis Oriental/Cagayan de Oro, Davao, Palawan, and Bicol.
“We are proud to announce that we are at par with the world’s best port practices and that the Philippine ports are globally ready and competitive. The launch of Integrated Management System (IMS) is a testament to our commitment to operational excellence, environmental stewardship, and workplace safety. By implementing globally recognized standards, we are ensuring that our ports operate efficiently while upholding the highest levels of corporate governance and sustainability,” said PPA General Manager Jay Santiago, underscoring the significance of this milestone.
In line with this, GM Santiago has directed all Port Management Offices nationwide to ensure the effective implementation of the IMS manual across their respective ports, particularly in key operational processes on Vessel Entrance and Departure Clearance, as well as the Entry and Withdrawal of Cargo.
With the adoption of the IMS, PPA aims to elevate the quality of services and port management while strengthening its commitment to environmental sustainability and the safety and well-being of its workforce. The system is designed to uphold rigorous standards of corporate governance, fostering a cleaner, safer, and more efficient port environment. Additionally, the IMS encompasses measures to minimize the environmental impact of port activities, as well as occupational health and safety protocols aimed at protecting the well-being of PPA employees, port users, and other stakeholders by providing a safe, healthy, and work-conducive environment.
With the goal of implementing the IMS across all PMOs and the PPA head office by 2028, this initiative is part of a broader strategy to standardize and elevate port management nationwide. This will not only transform Philippine ports as globally competitive trade hubs but it will also minimize the ecological footprint of port activities for more sustainable environment while supporting the country’s economic growth and by helping the logistics costs lower for each family’s lower costs of every day basic goods while ensuring high-quality port services.
