The International Federation of Freight Forwarders Associations (FIATA) has called on maritime and inland waterway carriers, freight forwarders, and house-level filers to ensure compliance with the new Entry Summary Declaration (ENS) data requirements under the European Union’s (EU) Import Control System 2 (ICS2). Meeting the updated ENS submission requirements is critical to preventing delays, penalties, or disruptions at EU borders.
Key Compliance Steps:
- Update Business Processes: Revise operational procedures to align with the new ICS2 regulations.
- Submit Accurate ENS Data: Ensure that all submitted ENS data is complete and precise to avoid clearance delays.
- Engage with Clients Early: Collaborate with clients in advance to gather the necessary shipment information.
- Consult FIATA Resources: Refer to the dedicated FIATA communications for valuable guidance and resources.
- The Benefit of Multiple Filings
A new provision allows freight forwarders to file house-level ENS data separately from the carriers’ master-level filings. This improves customs processing efficiency and enhances the protection of commercially sensitive information. To further assist with compliance, FIATA is working on a Bilateral Model Agreement for maritime multiple filing, which will clarify roles and responsibilities.
Failure to comply with the ICS2 regulations could lead to delays, penalties, or even the denial of entry into the EU. FIATA strongly urges all stakeholders to act promptly to avoid trade disruptions and ensure smooth operations at EU borders.
