The Land Transportation Franchising and Regulatory Board (LTFRB) Chairperson, Atty. Teofilo Guadiz III has addressed recent comments regarding the status of jeepney consolidation under the Public Transport Modernization Program (PTMP), formerly known as the Public Utility Vehicle Modernization Program (PUVMP). His clarification comes in response to remarks made by Department of Transportation (DOTr) Secretary Vince Dizon.
“Secretary Dizon was correct in stating that only 43 percent of jeepneys have been fully consolidated,” Guadiz acknowledged. “However, the person who provided him with this information failed to mention a crucial point—an additional 43 percent of jeepneys, although still needing to submit certain documents, already possess provisional authority (PAs). These jeepneys are already operating on the roads, bringing the total number of consolidated jeepneys to 86 percent.”
Guadiz emphasized the importance of providing a full and accurate picture of the consolidation process. “I am currently looking into why this key detail was omitted,” he said.
He also took the opportunity to express his gratitude to the transport groups supporting the PTMP. “We sincerely appreciate the cooperation of the groups championing the Public Transport Modernization Program. Their support ensures that the transition remains fair, smooth, and sustainable for all stakeholders.”
The LTFRB continues to engage with various stakeholders to guarantee that the modernization program progresses inclusively, leaving no one behind in the transition.
In a related development, Guadiz addressed the nationwide transport strike led by Manibela, calling it a “failure” due to its minimal turnout and lack of significant impact on commuter traffic. The rallies were largely confined to the transport group’s supporters.
On the other hand, several major transport organizations, including the National Federation of Transport Cooperatives (NFTC), Tindig Cabarzon, Arangkada NCR, ALTODAP, ACTO, BusINA, and Pasang Masda, have publicly voiced their unwavering support for the government’s PTMP and LTFRB Chairperson Atty. Teofilo Guadiz III. Their endorsement reinforces the LTFRB’s reported 86% jeepney consolidation rate under the program.
