Strengthening Philippines-France cooperation for a sustainable blue economy

Globally, the value of developing a blue economy has been widely recognized to achieve sustainable economic growth while ensuring the health of marine ecosystems.

The United Nations Sustainable Development Goal 14, which calls for the conservation and sustainable use of the oceans, seas, and marine resources, underscores the need for a balanced approach in harnessing the economic potential of marine resources without compromising ecological integrity.

As a maritime nation, the Philippines has placed significant emphasis on developing its blue economy under the administration of President Marcos Jr.

A key policy initiative in this effort is Senate Bill 2450, or the proposed “Blue Economy Act,” which is considered a priority legislation aimed at establishing blue economy as a framework for sustainable and safe use and development of marine wealth as a pillar of national economy.

However, the development of the Philippines’ blue economy faces significant threats. Overfishing, habitat degradation, and climate change pose serious risks to the sustainability of marine resources. Additionally, the increasing aggressive actions in the West Philippine Sea threaten the country’s sovereign rights and access to vital areas.

Such activities undermine the Philippines’ ability to maximize the benefits from resources rightfully within its Exclusive Economic Zone (EZZ), as affirmed by the 2016 Arbitral Ruling. Addressing these threats requires a comprehensive and coordinated approach that integrates maritime security, environmental protection, and sustainable economic policies.

To effectively address these challenges, the Philippines must foster strategic partnerships and strengthen cooperation with like-minded nations such as France. As maritime nations, both the Philippines and France rely heavily on the resources within their EEZs and face similar challenges in marine resource management.

Strengthening bilateral cooperation and facilitating knowledge exchange are essential in fostering sustainable solutions. With its extensive expertise in marine conservation, France is well-positioned to support advancements in the Philippines’ blue economy agenda. This year, France will host the highly anticipated United Nations Ocean Conference, dedicated to accelerating action and engaging key stakeholders in the conservation and sustainable management of ocean resources.

In line with this, Stratbase Institute, in partnership with the French Embassy in the Philippines, will organize a hybrid event titled “Strengthening Philippines-France Cooperation for a Sustainable Blue Economy,” to be held on March 28, 2025 (Friday), from 9:00 AM to 12:00 PM (PHT) at the Glasshouse, New World Makati Hotel, Makati City, with a live broadcast via Zoom.

This third installment of the Blue Talks series will focus on strategic blue economy industries where strengthened bilateral cooperation between France and the Philippines could promote growth. It will bring together key stakeholders from the government, diplomatic community, academe, and think tanks to discuss challenges and actions needed to unlock the potential of the Philippines’ blue economy.
