Philippine National Railways (PNR) Chairman Michael Ted R. Macapagal recently shared that the integration of cargo freight operations into the North-South Commuter Railway (NSCR) project is expected to bring a wide range of economic and social benefits.
This move will particularly boost access to urban markets for farmers, potentially increasing their incomes by up to 400% while simultaneously reducing product prices by as much as 40%. Such changes will enhance the competitiveness of local goods both domestically and internationally.
“Integrating cargo trains with the NSCR is a key step toward developing a comprehensive logistics network that can drive economic efficiency, improve the livelihoods of farmers and fisherfolk, and lower food prices,” Macapagal emphasized.
The integration of cargo operations is also expected to create jobs in construction, logistics, and railway operations, significantly contributing to regional development and poverty alleviation. Furthermore, this initiative is expected to foster investment in clean energy, recycling, and renewable technologies, thanks to partnerships with international collaborators from the United States and Japan.
Macapagal highlighted that this strategic move would streamline logistics, reduce transportation costs, and provide substantial economic benefits, particularly for the agricultural and industrial sectors. It will complement the $3.2 billion Subic-Clark-Manila-Batangas Railway Corridor (SCMB), which aims to connect major economic hubs by linking four crucial points in Luzon: the Port of Subic, Clark International Airport, Port of Manila, and Port of Batangas.

Chairman Macapagal views the NSCR and SCMB projects not just as infrastructure initiatives but as essential drivers of broader economic and social change.
“By adding a cargo component, we are ensuring that these railways serve not only passengers but also goods and livelihoods,” he said.
