Subic Water and Sewerage Company, Inc. (Subicwater) and the Subic Bay Metropolitan Authority (SBMA) have signed a landmark agreement extending Subicwater’s franchise for another 20 years, until March 31, 2047.
The agreement, signed on March 20, 2025, secures the continued delivery and future expansion of water and wastewater services within the Subic Bay Freeport Zone and the City of Olongapo.
“We thank SBMA for trusting us to continue serving the community,” said Subicwater Chairman Apollo C. Tiglao. “This extension brings us closer to our goal of achieving 100% wastewater service coverage across our service areas.”
Initially established in 1997, the partnership between SBMA and Subicwater has been instrumental in modernizing water and sanitation services in the region. The renewed agreement commits Subicwater to further expand its sewerage and sanitation coverage, particularly in underserved and high-growth areas.
A key component of the plan includes the rollout of sewerage services in Olongapo City, utilizing existing infrastructure in the Freeport Zone. This initiative strengthens coordination among Subicwater, SBMA, and the local government to address environmental and urban development challenges.
To support these goals, Subicwater will invest in new infrastructure and system upgrades, aligning with its commitment to environmental protection and sustainable growth.
Subicwater was the first in Southeast Asia to implement a public-private partnership (PPP) in the water sector under a build-operate-transfer (BOT) model. Today, it delivers 24/7 water service to more than 50,000 customers in Freeport and Olongapo City.
In 2024, the company reported a record net income of ₱291.4 million, a significant jump from ₱26.4 million in 2023—driven by improved operational efficiency and service expansion.
Subicwater is a joint venture of DMCI Holdings, Inc. (with a 30% indirect effective interest through DMCI Project Developers, Inc.), IV3 Aqua Holdings, SBMA, Maynilad Water Services, and the City Government of Olongapo.
