USTR to revitalize American shipbuilding, counter China’s unfair trade practices

The Office of the United States Trade Representative (USTR) announced recently targeted trade actions aimed at revitalizing the U.S. shipbuilding industry and addressing China’s unfair efforts to dominate global maritime, logistics, and shipbuilding sectors. The decision, following a year-long investigation, received swift and widespread praise from labor unions, manufacturers, agricultural leaders, and lawmakers across the political spectrum.

Widespread Support Across American Industry and Agriculture

David McCall, International President, United Steelworkers: “USTR’s thorough investigation validated our charges, and today’s announcement outlines strong steps to rebuild U.S. shipbuilding capacity. Paired with a recent Executive Order, this action expands the tools needed to counter China’s policies and restore a vital American industry.”

International Association of Machinists and Aerospace Workers (IAM): “With over 600,000 members, the IAM applauds USTR for protecting American jobs, national security, and the U.S. shipbuilding industry through these long-overdue measures.”

Steel Manufacturers Association: “USTR’s bold action gives American shipbuilders the ability to compete and build ships with American-made steel. We look forward to working together to strengthen domestic manufacturing and create more U.S. jobs.”

Scott Paul, President, Alliance for American Manufacturing: “Our shipbuilders haven’t had a level playing field in decades. These measures, along with strategic supply chain investments, offer a real opportunity to revitalize this critical sector. We commend labor leaders for initiating this case and look forward to continued collaboration.”

U.S. Wheat Associates (USW) & National Association of Wheat Growers (NAWG): “We thank USTR for crafting Section 301 actions in a way that protects the global competitiveness of U.S. farm exports.”

Ryan LeGrand, President & CEO, U.S. Grains Council: “This decision was made with U.S. producers’ best interests at heart. We appreciate USTR’s leadership in protecting exporters and maintaining strong global partnerships.”

National Corn Growers Association: “While the full impact on agriculture is still unfolding, this is a promising step toward safeguarding commodity shipments that directly affect corn growers.”

Senator Roger Marshall: “Thanks to President Trump and USTR Jamieson Greer for standing up for America by imposing service fees on Chinese-made ships. This move supports U.S. agriculture, boosts our shipbuilding sector, and strengthens national security.”

Chairman John Moolenaar & Ranking Member Raja Krishnamoorthi, Select Committee on the CCP: “These targeted measures—alongside the President’s Executive Order—are vital to reversing China’s shipbuilding dominance, rebuilding American maritime strength, and securing our supply chains.”

Congresswoman Stacey Plaskett: “I appreciated the opportunity to directly raise concerns with Ambassador Greer. I’m pleased to see that the final actions reflect consideration for the practical effects on U.S. territories.”
