Expanded infrastructure and enhanced safety measures are at the forefront of the Department of Transportation’s (DOTr) ongoing commitment to modernize the country’s seaports, as reaffirmed by DOTr Secretary Vince Dizon and Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago during their joint visit to the Port of Matnog on Friday, May 6.
Secretary Dizon and GM Santiago led an inspection of the port facilities alongside Senate President Chiz Escudero and Sorsogon Governor Edwin Hamor. During the visit, the officials underscored their unified commitment to fast-track the second phase of the Sorsogon RORO Terminal Complex, which aims to increase port capacity in response to the growing number of travelers and vehicles commuting between Matnog, Sorsogon and Northern Samar—particularly during peak travel periods such as the ongoing 2025 election season.
According to PPA–Port Management Office Bicol, passenger traffic has surged from a daily average of 2,000 to 8,500 since May 3, highlighting the urgent need for expanded facilities and improved services.
Among the critical upgrades discussed was the construction of a breakwater to shield the port from heavy waves and winds brought by the North and Northeast monsoons. This structural enhancement is intended to ensure the safety of vessels docked at the pier throughout the year.
To address the pressing shortage of vessels on the Matnog–Northern Samar route, Secretary Dizon also directed the Maritime Industry Authority (MARINA) to encourage the entry of new shipping operators and streamline the approval process for the Certificate of Public Convenience (CPC). These measures aim to bolster fleet capacity and ease travel congestion, particularly during high-demand periods.
Additionally, plans are underway to build a modern Passenger Terminal Building (PTB) with expanded space for both passengers and vehicles. The new facility will feature enhanced public amenities and overhead walkways connecting directly to RORO ramps, promoting safer and more convenient boarding and disembarkation.

The Matnog port expansion forms part of the broader modernization agenda of the DOTr and PPA, aimed at elevating the standards of maritime transport services across the Philippines.
