ARTA to launch guidebook on ease of doing business reform

The Anti-Red Tape Authority (ARTA), in collaboration with the World Bank Group, will officially launch the “Philippine Ease of Doing Business (EODB) Reform Guidebook” tomorrow, May 22,  2025.
ARTA Secretary Ernesto V. Perez said the initiative is part of the government’s broader efforts under Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Law to institutionalize regulatory reforms, streamline government processes, and improve the country’s global competitiveness.
“This event that underscores our collective commitment to making the Philippines a more business-friendly economy,” said Perez.
The EODB Reform Guidebook outlines key reform priorities and implementation strategies aimed at enhancing the business climate and improving the Philippines’ standing in global competitiveness indices—particularly the World Bank’s Business-Ready (B-READY) Report and the Philippine Global Competitiveness Report Card, jointly developed by ARTA, AIM-RSNPCC, and Department of Trade and Industry.
Highlighting the event is the Awarding Ceremony for EODB Partners, which recognizes the invaluable contributions of public and private sector stakeholders in driving business-friendly reforms and fostering regulatory efficiency. This celebration underscores the whole-of-government and whole-of-society approach in making the Philippines more business-ready and globally competitive.
