All Filipino seafarers holding a valid Seafarer’s Identification and Record Book (SIRB) are encouraged to apply for the issuance of Seafarers Identity Document (SID) and Seafarer’s Record Book (SRB) as part of a new registry that will facilitate their authentication at ports and border crossings.
This was contained in a Maritime Industry Authority (MARINA) advisory No. 2025-10 Series of 2025 posted on its website on the guidance to all seafarers’ transition from SIRB to SRB and SID. The advisory was signed by MARINA Administrator Sonia B. Malaluan.
Rule XX, Section 4 of the Implementing Rules and Regulations of Republic Act No. 12021, also known as the Magna Carta of Filipino Seafarers, a registry of seafarers shall be established and maintained.
This registry will contain updated and relevant information to enhance employment opportunities for seafarers.
Further, in compliance with the International Labour Organization (ILO) Convention No. 185, known as the Seafarers’ Identity Document Convention (Revised), 2003, as amended, this Authority shall issue a seafarers’ identity document to each of its nationals who is a seafarer.
This initiative aims to facilitate the authentication of seafarers’ identities at ports and border crossings, as well as to streamline shore leave and transfers.
