As part of its continuing efforts to strengthen the capacity of government institutions in implementing infrastructure and development projects, the Public-Private Partnership (PPP) Center of the Philippines conducted a two-day Online Capacity Building Activity (OCBA) titled “Introduction to the PPP Code and its Implementing Rules and Regulations (IRR) for National Implementing Agencies (IAs)” on May 20–21, 2025.
The virtual event, held via Zoom and livestreamed through the Center’s official Facebook and YouTube pages, was designed to deepen the technical understanding of IAs on Republic Act No. 11966, or the PPP Code of the Philippines.
“This OCBA is part of our larger commitment to empower institutions and individuals who will be developing, evaluating, and implementing high-priority infrastructure and development projects and services under this new PPP legal framework,” said Director Feroisa Francisca T. Concordia of the PPP Center’s Capacity Building and Knowledge Management Service (CBKMS), as she welcomed the participants.
The program featured key officials of the PPP Center. Atty. Cyris Ann A. Ng-Santiago, Director III of CBKMS, provided an overview of the Philippine PPP program, its legal basis, key concepts, and institutional framework. Assistant Secretary and Deputy Executive Director Jeffrey I. Manalo presented the development, review, and approval processes for both solicited and unsolicited PPP proposals. Director Concordia concluded the technical sessions with a comprehensive discussion on the procurement and implementation stages and other salient provisions of the PPP Code and its IRR. Each session included an open forum to address participants’ queries.
The OCBA attracted 359 participants, including officials and technical personnel from national government agencies, regional line agencies, government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), water districts, and representatives from the private sector.
This event marks the 26th capacity building initiative organized by the PPP Center in 2025, reaching a total of 1,357 participants so far this year. These efforts are aligned with the Center’s mandate under the PPP Code to enhance the competencies of IAs in developing and managing well-structured and sustainable PPP projects.
