The Bureau of Customs (BOC) has issued additional guidelines and revisions on the revised rates to be charged by off-dock container yard/container freight stations (ODCY/CFS) for shipments delivered to these facilities.
Customs Memorandum Order (CMO) 02-2025 was issued on April 22, 2025 as an addendum to CMO 41-2015, which provides the revised rates to be charged by ODCY/CFS stations.
CMO 02-2025 seeks to adopt a one-rate charge system and standardize rate adjustment based on the periodic rate of increase of the arrastre and wharfage fees promulgated by the Philippine Ports Authority (PPA).
Under the CMO, revisions have been made in the regular and special rates of ODCY/CFS.
For the regular rates, these include the charges for the bill of lading (BL). Documentation rate is stipulated at P1,474.55 per BL, while the online release system (OLRS) rate is P147.46 per BL and the automated inventory management system fee is P340 per BL.
Regular rates have also been revised for ODCY/CFS charges per revenue ton (RT). Storage charge from date of stripping and storage in the warehouse stands at P88.47 per RT; arrastre and wharfage charge is P552.96 per RT; stripping and cargo out handling is P2,211.82 per RT; and transfer fee/trucking fee is P737.27 per RT.
Meanwhile, on the revisions made to the special rates, the insurance charge rate is 1/8 of 1% of free on board value or P682.66, whichever is higher.
Heavy lift/oversize rate for over 3 revenue tons of oversize single unit cargo is P3,892.80 per RT, and dangerous/hazardous cargo rate is pegged at 100% surcharge on stripping and handling charges to be imposed against the owner of the dangerous/hazardous cargoes.
CMO 02-2025 states that all these charges will be subject to value-added tax.
Further, customs facilities and warehouse rates will be automatically adjusted proportionately based on the rate of increase of the arrastre and wharface fees promulgated by the PPA, except for the documentation and OLRS charges, which will be unaffected by the PPA hike.
The order takes effect 30 days after its publication in the Official Gazette or in a national newspaper.
