DOTr intensifies support for PUV modernization

The Department of Transportation (DOTr) today reaffirmed its unwavering commitment to the Public Utility Vehicle (PUV) Modernization Program, announcing intensified support for cooperatives and individual operators to ensure a more inclusive and sustainable transition. The DOTr’s ongoing efforts directly align with President Ferdinand Marcos Jr.’s vision to empower cooperatives in embracing modernization while continuously providing opportunities for all stakeholders in the public transportation sector.

Recognizing the challenges faced by some groups, the DOTr will intensify its provision of assistance to cooperatives, particularly those struggling with monthly installment payments for their modernized jeepney units. This enhanced support aims to ease the financial burden on operators and drivers, allowing them to focus on providing essential transportation services and securing their livelihoods.

“We understand that the transition to a modernized public transport system presents unique challenges, especially for those striving to provide for their families,” a DOTr spokesperson stated. “Our goal is to ensure that no one is left behind in this crucial journey towards a safer, more efficient, and environmentally friendly transportation network.”

In a move to further support operators and drivers who have not yet consolidated, the DOTr announced that applications for Provisional Authorities (PA) remain open. This provides a continued pathway for them to resume operations and participate in the modernization program.

The agency is actively studying critical issues that have impacted the program’s implementation, including low consolidation rates, loan defaults, and the high prices of modernized units. The DOTr is also focused on rationalizing routes to ensure a smoother and more efficient transition for all.

To address the concern of high unit costs, the DOTr will actively work to open up the supply of modern units to various suppliers. This liberalization of supply is expected to reduce prices and ease debt repayment for operators, making modernized units more accessible and affordable.

Through these concerted efforts, the DOTr is dedicated to realizing the full potential of the PUV Modernization Program, fostering a resilient and progressive public transportation system that benefits both commuters and operators across the Philippines.
