Basic Energy Corp. secures DOE approval for Bolinao solar power project

Basic Energy Corporation (BEC) has secured a certificate of authority (COA) from the Department of Energy (DOE) for its proposed Solar Energy Operating Contract (SEOC) application for the Bolinao, Pangasinan Solar Power Project. This significant milestone propels Basic Energy’s commitment to expanding renewable energy generation in the Philippines.

The COA, issued under the revised Omnibus Guidelines Governing the Award and Administration of Renewable Energy (RE) Contracts, effective June 2024, is a crucial authorization that allows Basic Energy to proceed with securing all necessary permits and tenurial instruments for the project. Notably, this authorization also grants the company the flexibility to procure these requirements outside of the SEOC’s 25-year contract period.

The proposed solar power plant, strategically located in Bolinao, Pangasinan, is estimated to span approximately 37 hectares. A preliminary study conducted by an independent firm indicates that the facility is expected to generate a substantial 47 megawatts peak (MWp) of clean energy, significantly contributing to the nation’s power supply and renewable energy targets.

This includes conducting a comprehensive System Impact Study, which will be reviewed and approved by the National Grid Corporation of the Philippines (NGCP). The company has a one-year timeframe to fulfill its obligations under the COA before the DOE officially issues the SEOC.

The Bolinao Solar Power Project is slated for completion and commissioning by early 2027, further solidifying Basic Energy’s role in advancing the country’s renewable energy objectives and fostering a greener economy.
