DOTr, BI and MIAA ink deal to revolutionize passenger experience at NAIA

Passengers traversing the Ninoy Aquino International Airport (NAIA) can anticipate a significantly improved and more comfortable journey, free from protracted queues, following a landmark agreement signed between the Department of Transportation (DOTr), the Bureau of Immigration (BI), and the Manila International Airport Authority (MIAA). This collaborative effort aims to streamline airport processes and elevate the passenger experience at the Philippines’ primary international gateway.

The agreement directly addresses President Ferdinand Marcos Jr.’s directive to enhance efficiency and ensure the utmost comfort and convenience for all travelers at NAIA.

Transportation Senior Undersecretary Giovanni Lopez underscored the pivotal role of BI personnel in upholding the safety, security, and efficient movement of all passengers, encompassing Overseas Filipino Workers (OFWs), local travelers, and foreign tourists.

“The President wants our passengers to have a fast, comfortable, and safe experience,” Usec. Lopez stated during the signing ceremony. “This agreement with MIAA GM Ines and BI Commissioner Viado will ensure that we deliver on the President’s promise to our OFWs, passengers, and international tourists.”

Under the terms of the agreement:

  • DOTr will authorize the allocation and disbursement of the Immigration Service Charge (ISC) to the BI, specifically for compensating additional immigration officers assigned to overtime duties not covered by the 2025 General Appropriations budget.
  • For its part, the BI commits to providing 24/7 immigration services, thereby supporting MIAA in its mandate to deliver international standard airport accommodation and service whenever necessary. The BI will also furnish MIAA with monthly certified lists and numbers of its officers and personnel stationed at NAIA Terminals 1 and 3.
  • The MIAA will undertake to fund the allocated portion of the airport regulator’s authorized collections to cover the ISC, whether in the form of overtime or honoraria, in accordance with prescribed rates and guidelines under the Civil Service Commission (CSC) rules and other pertinent laws and regulations.

This tripartite agreement marks a significant step towards creating a more efficient, secure, and passenger-friendly environment at NAIA, reflecting the government’s commitment to enhancing the travel experience for everyone entering and exiting the Philippines.
