Anti red tape agency gets COA’s highest audit rating for 3rd time  

The Anti-Red Tape Authority (ARTA), the frontliner in fighting red tape in government,  has once again earned the Commission on Audit’s (COA) highest audit rating—an Unmodified Opinion—for Fiscal Year 2024, as confirmed in the Annual Audit Report (AAR) transmittal letter.

ARTA Secretary Ernesto V. Perez welcomed the acknowledgment, stating, “We proudly welcome the Commission on Audit’s highest rating for the third time.”

 

This recognition, he said, affirmed that ARTA’s financial statements are accurate, free of material misstatements, and fully compliant with COA’s accounting standards. According to COA, it also reflects ARTA’s commitment to transparency and good governance.

“This is a strong affirmation that ARTA continues to walk the talk—staying true to its word and delivering on its commitment to improve public service efficiency,” he added.

The audit was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs)—a globally recognized framework endorsed by the International Organization of Supreme Audit Institutions (INTOSAI).

This milestone follows ARTA’s consistent track record, having received the same recognition for Fiscal Years 2021 and 2022.

Moreover, ARTA’s financial record remains spotless, with zero disallowances as of March 2025, as confirmed by COA’s Statement of Audit Suspensions, Disallowances, and Charges (SASDC) transmitted on 02 April 2025.

Under the leadership of President Ferdinand R. Marcos Jr., ARTA remains steadfast in championing government excellence by upholding accountability and transforming service delivery across the bureaucracy.
