BOC suspends unserved letters of authority and mission orders

In a significant move aimed at strengthening operational discipline and ensuring greater transparency, Commissioner Ariel F. Nepomuceno, in his first official policy directive as head of the Bureau of Customs (BOC), issued a memorandum suspending the implementation of all previously approved but unserved Letters of Authority (LOAs) and Mission Orders (MOs).

The directive, effective July 2, applies to all LOAs and MOs issued before this date that have not yet been served. It encompasses all units operating under the Intelligence and Enforcement Groups of the Bureau. Furthermore, the memorandum mandates concerned Deputy Commissioners to submit a comprehensive status report on all LOAs and MOs issued between January 1 and June 30, 2025, within 24 hours of receipt.

This immediate action underscores Commissioner Nepomuceno’s commitment to a thorough review of all pending enforcement actions. The suspension is designed to ensure that all future operations are meticulously tracked, legally sound, and fully aligned with the Bureau’s current strategic priorities.

“We are implementing this step to determine what actions are still pending and to ensure that all enforcement efforts are legally sound, properly documented, and aligned with the Bureau’s direction moving forward,” stated Commissioner Nepomuceno.

The suspension is a key component of a broader initiative to restore discipline in field operations, prevent any unauthorized or outdated enforcement activities, and reinforce the agency’s unwavering commitment to lawful and transparent practices across all its functions.

The Bureau of Customs remains steadfast in its alignment with President Ferdinand R. Marcos Jr.’s directive to professionalize government operations and intensify efforts against smuggling and revenue leakage.
