Dave Gomez officially assumed office today as the newly appointed Secretary of the Presidential Communications Office (PCO), vowing to champion transparency, press freedom, and digital transformation under the administration of President Ferdinand R. Marcos Jr. Secretary Gomez took his oath before Executive Secretary Lucas P. Bersamin in Malacañang, accompanied by his family, and participated in a symbolic turnover of leadership with outgoing Secretary Jay Ruiz.
In his inaugural address, Secretary Gomez introduced his core communications strategy: “3Ps Minus One,” which stands for “Programs and Policies Minus the Politics.”
“I am grateful to the President for the trust and confidence, and I intend to repay that trust with my 100% commitment and focus on this role,” Secretary Gomez stated. He emphasized his dedication to fostering an informed citizenry, declaring, “A healthy democracy depends on an informed public. That’s why we must continue to promote government transparency, safeguard press freedom, and defend every citizen’s right to free speech.”
Secretary Gomez underscored the fundamental importance of public access to information: “Access to information is not a privilege—it’s a cornerstone of accountability and public trust.”
He elaborated on his “3Ps Minus One” approach, explaining, “My role as PCO Secretary will be to communicate and socialize the programs and policies of the President minus the politics. This is what I call my 3Ps Minus One. Programs, Policies minus Politics.”
Looking forward, Secretary Gomez also outlined his vision for a more agile and digitally advanced PCO. “I see the PCO as taking an active role in expanding the digital footprint of the administration,” he said. “We intend to do this by advancing digital transformation within the PCO.”
Secretary Gomez acknowledged the contributions of his predecessor, Secretary Jay Ruiz, thanking him for his service and the warm welcome from the PCO team. The turnover was witnessed by PCO undersecretaries, assistant secretaries, and other officials.
This new leadership signifies a renewed commitment from the PCO to clear, apolitical communication of government initiatives and an embrace of digital advancements to better serve the Filipino public.
