MARINA lifts suspension of rules on mandatory insurance for all maritime related accidents

The Maritime Industry Authority (MARINA) has lifted the suspension of its Memorandum Circular No. 2009-01 or rules governing the mandatory marine insurance to cover legal liabilities arising out of any maritime related accidents for all domestic shipowners and operators plying the domestic routes.

MARINA Advisory No. 2025-22 series of 2025 also provides for a one year transition before the full re-implementation of MARINA Memorandum Circular No. 2009-01 which will contain various consultative meetings with the shipowners/operators and the stakeholders.

Concerned service units and MARINA Regional Offices are also directed to commence with the necessary actions vital to the said transition period.

The move is in the best interest of the service and in view of the issuance of the MARINA Board Resolution No. 2025-04-02 dated 24 April 2025, the advisory stated.

The advisory was issued on June 17, 2025 and published in a newspaper of general circulation on June, 24, 2025.
