The Philippine government, through the Department of Migrant Workers (DMW) and its partner agencies, is launching the first leg of the “Bagong Bayani ng Mundo: OFW Serbisyo Caravan” in the Middle East today, July 18, 2025, at the Green Hall Bowling Center in Riyadh. This initiative aims to bring essential government services closer to Overseas Filipino Workers (OFWs) based in the Kingdom of Saudi Arabia.
Under the direct instruction of President Ferdinand Marcos Jr., the Serbisyo Caravan embodies a “whole-of-government” approach, gathering ten key government agencies to provide efficient and timely services and programs to the estimated 4,500 OFWs expected to register for the event in Riyadh.
Participating agencies in the caravan include the Overseas Workers Welfare Administration (OWWA), Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), Public Attorney’s Office (PAO), PhilHealth, Social Security System (SSS), PAG-IBIG Fund, Land Bank of the Philippines, and the Philippine Statistics Authority (PSA), alongside the DMW.
The Serbisyo Caravan is spearheaded by the DMW and OWWA, in close coordination with the Migrant Workers Office in Riyadh and the Philippine Embassy-Riyadh.
DMW Senior Officials Undersecretary Dominique Rubia-Tutay and Assistant Secretary Venecio V. Legaspi, OWWA Administrator Patricia Yvonne Caunan, and Labor Attaché Atty. Dominador Salanga will be on hand to welcome OFW guests.
This vital initiative ensures that under the Bagong Pilipinas administration, OFWs have access to all available services and programs, honoring their significant contributions as the “Bagong Bayani ng Mundo” (New Heroes of the World). OFWs will be able to avail immediate assistance and services such as:
- Free legal consultations and assistance
- Psychosocial counseling
- Welfare and livelihood programs
- Processing of OWWA e-cards
- Contract verification
- National ID application
- Business assistance
- Membership applications and verifications from participating agencies
The Riyadh Serbisyo Caravan marks the beginning of a series of such events scheduled across the Middle East throughout July and August this year, following the successful kickoff of the “Bagong Bayani ng Mundo-OFW Serbisyo Caravan” in Hong Kong on June 9, 2025.
