The Philippine Chamber of Commerce and Industry (PCCI), whose members are largely micro, small, and medium enterprises (MSMEs), has urged for the passage of four pending bills – Magna Carta for MSMEs, Agri-Agra Law, ASIN Law, and Corporate Farming Act – deemed crucial in building the country’s supply chains and modernizing the agriculture sector.
In a formal endorsement to Malacanang, PCCI President Eunina “Nina” Mangio said the four specific bills are part of the 20 priority bills for inclusion in President Marcos Jr.’s legislative agenda when he delivers his 4th State of the Nation Address next week, July 28th.
Mangio emphasized that the proposals target structural reforms to “unlock the full potential of our economy” and ensure “broadly shared and sustainable growth.”
On the four bills, Mangio said these bills are expected to unlock the potential and develop a strong supply chains for the farm sector. Specifically, the amendments of Magna Carta for MSMEs will unlock the growth potential of this sector, enhance access to finance, markets, and technology.
Digitalization
Other priority complimentary bills are on digitalization. These are Open Access in Data Transmission Bill (Konektadong Pinoy Act) to support the National Comprehensive Infrastructure Masterplan to leverage Digital Transformation Roadmap and National Fiber Backbone and provide a long-term framework for strategic and resilient infrastructure investment.
PCCI is also pushing for the passage of Cybersecurity Act, E-Governance Act, and Artificial Intelligence Act.
Other bills
Other PCCI priority bills include Blue Economy, Warehouse Receipts Act, National Land Use and Management Act, International Maritime Competitiveness Act, and amendments to both the Philippine Ports Authority (PPA) Act and Civil Aviation Authority of the Philippines (CAAP) Charter, National Quality Infrastructure Act, Apprenticeship Training System Act, Dual Training System Act, Budget Modernization and Reform Act, Customs Amnesty Act, Budget Modernization and Reform Act, Customs Amnesty Act.
“We believe President Marcos’ strong endorsement of these bills during his SONA will help fast-track their passage and demonstrate the administration’s commitment to inclusive and future-ready economic growth,” said Mangio.
The PCCI reiterated its readiness to work with the administration and Congress to turn these priorities into actionable reforms that will benefit both business and Filipino communities.
