Malacañang announced the suspension of work in government offices and classes at all levels across Metro Manila and several Luzon provinces for today, July 22, 2025. The decision comes in response to continuous heavy rainfall brought about by the Southwest Monsoon, aiming to ensure public safety and minimize risks associated with persistent downpours and potential flooding.
Executive Secretary Lucas P. Bersamin issued Memorandum Circular No. 89, following a recommendation from the National Disaster Risk Reduction and Management Council (NDRRMC).
The suspension will be in effect for the following areas:
- Metro Manila
- Pangasinan
- Tarlac
- Zambales
- Bataan
- Pampanga
- Bulacan
- Cavite
- Batangas
- Rizal
- Occidental Mindoro
Essential Services to Continue Operations
The circular clarifies that government agencies involved in delivering basic, vital, and health services, as well as those directly engaged in disaster preparedness and response, will continue their operations without interruption. This measure ensures the continuous delivery of essential public services to the community. Non-vital personnel within these critical agencies may be placed under approved alternate work arrangements as deemed necessary.
Localized Suspensions and Private Sector Discretion
Local government units (LGUs) outside the aforementioned areas retain the discretion to declare localized suspensions of work and classes based on their respective assessments of conditions and the authority granted under existing laws and regulations.
For the private sector, the Palace has left the decision to suspend work to the discretion of individual company and office heads, urging them to prioritize the safety of their employees.
The public is advised to stay updated on weather advisories and local announcements from their respective LGUs.
