The Department of Public Works and Highways (DPWH) announced that the combined effects of the Southwest Monsoon, Tropical Cyclones Crising and Dante, and Tropical Storm Emong have resulted in an estimated P3.75 billion worth of damage to public infrastructure as of noon, Wednesday, July 23, 2025.
DPWH Secretary Manuel M. Bonoan, citing the latest report from the DPWH Bureau of Maintenance, stated that the partial cost damage, which is still subject to field validation, includes P483.69 million for national roads, P24.48 million for national bridges, and a significant P3.25 billion for flood control structures. The affected regions are Ilocos Region, Region 3, 4B, 6, and Negros Island Region.
The DPWH Quick Response Teams have been actively working to restore connectivity, successfully reopening 35 national road sections. However, five (5) national road sections remain impassable due to soil collapse and flooding:
- Cordillera Administrative Region (CAR):
- Kennon Road, K0237+680, Camp 6, Tuba, Benguet
- Region I: 2. Urdaneta Junction – Dagupan-Lingayen Road via Tarlac (K0207+400 – K0208+09, Brgy. Carangalan-Mayombo, Dagupan; K0208+090 – K0208+900, Brgy. Mayombo, Dagupan) 3. Urdaneta Junction – Dagupan – Lingayen Road via Zambales (K0376+950 – K0377+100, Brgy. Lucao, Dagupan City, Pangasinan; K0377+100 – K0378+300, AB Fernandez-Burgos Street, Dagupan City, Pangasinan)
- Region III: 4. Paniqui-Camiling-Wawa Rd, K0167+0800 to K0170+0100 Brgy. Sawat – Brgy. Bilad, Camiling, Tarlac
- Region IV-A: 5. Talisay-Laurel-Agoncillo Road, Bugaan Detour, Laurel, Batangas
Additionally, twenty-seven (27) national road sections currently have limited access due to various issues, including road cuts, flooding, precautionary measures, road slip, collapsed slope protection, and washed-out detour roads. These sections are located in CAR (1), NCR (1), Region I (1), Region III (10), Region IV-A (11), Region V (1), and Region IX (2).
The DPWH continues to monitor the situation closely and is deploying all available resources to expedite the clearing and repair operations. All other national roads and bridges in the affected regions are currently passable to all types of vehicles.
