DAR targets historic land title distribution in 2025 to empower Filipino farmers

The Department of Agrarian Reform (DAR) is set to achieve a monumental milestone in 2025, projecting the distribution of 300,000 to 400,000 Certificates of Land Ownership Awards (CLOAs) and e-titles to agrarian reform beneficiaries across the Philippines. This ambitious target underscores President Ferdinand R. Marcos Jr.’s commitment to empowering Filipino farmers through secure land ownership.

DAR Secretary Conrado Estrella III announced the projection during a post-State of the Nation Address (SONA) discussion with Cabinet members in San Juan City on Tuesday. Secretary Estrella emphasized the long-awaited relief this initiative brings to countless farmers.

“This year, I believe our trajectory will be about 300,000 to 400,000 titles that our farmers have waited for a very long time,” stated Secretary Estrella. He noted that many agrarian reform beneficiaries have endured waits of 15 to 30 years for their land titles to be officially issued.

The CLOA serves as crucial legal proof of ownership for land granted under the agrarian reform program. Beyond providing security, these titles can be utilized by farmers as collateral for agricultural loans, enabling access to vital financial assistance and fostering productivity.

Secretary Estrella highlighted the significant acceleration in land title distribution under President Marcos’s leadership. From July to December 2022, DAR distributed over 26,000 land titles, a number that surpassed the previous administration’s distribution over eighteen months. This momentum continued into 2023, with over 50,000 land titles distributed under the President’s direct orders. In 2024, DAR further doubled its efforts, distributing an impressive 100,000 land titles.

President Marcos has consistently directed DAR to intensify its efforts, ensuring that Filipino farmers receive their rightful land ownership. This directive aligns with the administration’s broader goal of uplifting the lives of Filipinos and making government efforts tangible at the grassroots level.
