Clark International Airport Corporation (CIAC), the state-run aviation firm, said it is implementing major initiatives to position Clark as the nation’s leading source of globally qualified, high-performing aviation professionals to meet the growing global demand for skilled workers in the aviation industry.
CIAC President Jojit Alcazar explained that CIAC’s contribution to the President’s call for an improved education system involves enhancing civil aviation education, starting with comprehensive pilot and aviation training programs at the Clark Aviation Campus.
“We have made significant breakthroughs in advancing projects aligned with the President’s SONA directives, as we continue to transform Clark into the country’s premier logistics hub,” said Alcazar.
CIAC is also strengthening infrastructure, agriculture, health, and education.
Alcazar emphasized that the development of a modernized National Food Hub in Clark aligns with the Marcos administration’s focus on agriculture, particularly in ensuring sustainable food security and advancing the country’s aquaculture and agricultural industries.
During a visit to Clark last April, Agriculture Secretary Francisco Tiu Laurel Jr. announced that 47 hectares had been designated for the food hub, with the initial 12-hectare development set to be fast-tracked.
The project aims to centralize the storage, processing, and distribution of agricultural goods while providing efficient access for farmers, traders, and buyers.
“This project also supports the national government’s initiative to develop the Luzon Economic Corridor, positioning the Philippines as a regional hub for agribusiness and logistics in the Asia-Pacific,” Alcazar added.
On healthcare initiatives highlighted in the SONA, Alcazar noted that CIAC, in partnership with the Philippine Pharma Procurement Inc. (PPPI), is establishing a pharmaceutical logistics and distribution center in Clark equipped with advanced air cargo handling capabilities.
“The Clark Pharma Hub will improve access to medicines and ensure healthcare services and affordable drugs reach remote communities nationwide. This aligns with the President’s eight-point socioeconomic agenda focused on affordable and accessible healthcare for all Filipinos,” Alcazar explained.
PPPI President Maria Blanca Kim Lokin said the partnership “provides an unparalleled advantage for PPPI’s logistics operations and medical supply distribution, enabling us to build an integrated, modern warehousing facility with cold chain solutions.”
“The developments jointly undertaken by PPPI and CIAC will be instrumental in rolling out the Botika at Bakuna Para Sa Mamamayan Program,” Lokin added.
Alcazar also highlighted CIAC’s Urban Renewal Program, which features flood mitigation measures alongside innovative rainwater harvesting and wastewater treatment technologies to address pressing urban challenges as Clark grows into a global logistics hub.
“We are revitalizing the Clark aviation complex by creating a business-friendly, disaster-resilient environment,” Alcazar said, pointing to key projects such as the planned Dolores Riverpark, which will showcase advanced rainwater and wastewater recycling systems, and the Aviation Park, featuring an underground rainwater impounding facility as a centerpiece.
In response to the President’s call in the SONA for a nationwide sports development program and stronger support for athletes, Alcazar announced plans to build an indoor sports arena designed as a versatile venue capable of hosting a wide range of local and international sporting events.
“Our goal is to take sports development to the grassroots, decentralize access to facilities, and foster regional growth in athletics. We hope others will follow CIAC’s lead in championing initiatives like this. It’s an exciting time for Philippine sports as we answer the President’s call to advance the national sports development agenda,” said Philippine Sports Commission (PSC) Chairman Patrick Gregorio.

In line with the President’s emphasis on education as a top priority, CIAC is advancing plans for an aviation campus equipped with cutting-edge facilities and industry-focused programs, strategically located near Clark International Airport.
Managed by CIAC, the Clark Aviation Capital is home to Clark International Airport, the mixed-use business hub Clark Global City, and over 50 locators spanning aviation, logistics, commercial, industrial, and manufacturing sectors.
