World’s largest port operator International Container Terminal Services, Inc. (ICTSI) owned by billionaire Enrique K. Razon is investing USD800 million to develop a new international container terminal in Bauan, Batangas.
The project called the Luzon International Container Terminal (LICT) was jointly announced Friday, Aug. 1, 2025, by Transportation Secretary Vince Dizon and Philippine Ports Authority (PPA) General Manager Jay Santiago during an inspection at the Bauan International Port.
LICT encompasses the development and construction of modern port facilities across 56.21 hectares, including container yard and support buildings, is set to become the largest privately-funded marine terminal in the Philippines, and the country’s second largest container terminal after ICTSI’s flagship Manila International Container Terminal (MICT).
A statement released by PPA said that the LICT design and engineering studies for LICT are currently underway, with construction scheduled to commence by the third quarter of 2025. The first berth is targeted for completion by the end of 2027, with full completion expected by 2028. Upon completion, LICT features a wharf frontage/quay length up to 800 meters; berthing vessels capability from 50,000 DWT to 188,000 DWT; two offshore mooring dolphins; berth depth of approximately 18 meters; eight quay cranes; and 20 rail mounted gantries.
LICT has an estimated annual capacity of over two million twenty-foot equivalent units (TEUs) per annum. The new container yard is built behind the quay with upgraded internal road networks for improved connection to existing external road networks.
The facility will also feature modern building facilities to support efficient port operations. The planned development also integrates advanced automation and technologies to enhance efficiency and safety standards.
The LICT is approximately 120 kilometers south of Manila and just nine kilometers west of Batangas City. This location ensures easy access to major urban and industrial centers in Southern Luzon, particularly the bustling CALABARZON region (Cavite, Laguna, Batangas, Rizal, and Quezon).
The connectivity is further enhanced by direct access to well-developed road networks, including Makalintal Avenue, Palico-Balayan-Batangas Road, and the Bauan-Mabini Road, with additional expressway projects from Cavite to Bauan expected to further improve accessibility.
The LICT will play a crucial role in facilitating international trade and handling the movement of goods, especially with the global trend towards larger and more efficient vessels. By providing deeper berths, wider channels, expanded terminal facilities, and automation, LICT will attract and enable mega-ships to call at the terminal, increasing the Philippines’ competitiveness in the global shipping industry.
This development is expected to significantly contribute to regional economic growth, create new employment opportunities, and support the Philippines’ renewable energy goals by providing efficient and eco-friendly marine handling solutions in Southern Luzon.
