CEB records 2.1M passengers in July, seat load factor reaches 85.6% 

Cebu Pacific (CEB) carried 2.1 million passengers in July 2025, a 0.3 percent increase compared to the same period last year. Seat load factor (SLF) decreased to 85.6 percent from 88.8 percent last year while seat capacity grew by 4.0 percent.

Domestic passengers decreased by 1.1 percent versus July 2024 on 0.5 percent higher seats, with a SLF of 89.3 percent. International passenger traffic, meanwhile, grew 4.6 percent year over year on 14.2 percent higher seats, which resulted in a 7.0 percentage points decrease in SLF to 76.2 percent.

For year-to-date 2025, CEB passengers grew to 16.0 million, marking a 17.6 percent increase from 13.6 million in 2024. Domestic passengers grew 17.0 percent to 11.9 million, while international passengers grew 19.6 percent to 4.1 million. SLF averaged 85.4 percent, while overall capacity in seats grew 18.2 percent to 18.8 million. 

“Seasonality remains a key factor in the airline industry. While the earlier start of the academic year has brought forward the lean period this July, passenger traffic has stayed resilient,” said Xander Lao, President and Chief Commercial Officer of Cebu Pacific. “As we enter the third quarter, growth will naturally moderate to align with seasonal demand and manage capacity. This deliberate approach allows us to maintain fleet flexibility and positions us to capture the higher demand and growth we expect in the fourth quarter.”
