Andrew Jeffries appointed as new ADB country director for the Philippines 

The Asian Development Bank (ADB) has announced the appointment of Andrew Jeffries as its new Country Director for the Philippines. In this role,  Mr. Jeffries will lead ADB operations in the bank’s host country, overseeing an active portfolio of approximately $13 billion.

Mr. Jeffries will be responsible for the implementation of the ADB’s Country Partnership Strategy 2024–2029 and will manage relationships with the government, the private sector, and other development partners.

“I am delighted to be back working in the Philippines, a country which a majority of us in ADB call home,” said Mr. Jeffries. “The economy is at a critical juncture, with huge infrastructure and social protection investments rolling out and starting to bear fruit. More needs to be done to ensure no one is left behind and risks such as those related to climate are mitigated as the country strives toward upper-middle income status.”

He added that his immediate priority is to ensure the ADB does everything it can to support the Philippine government’s development priorities and to mobilize private capital and expertise as a key part of the bank’s overall assistance.


Extensive Experience in Development and Finance

Mr. Jeffries brings over 34 years of professional experience, including more than 18 years with the ADB. Previously, he served as Advisor for Energy Transition Mechanism and Partnerships, where he oversaw a regionwide energy transition initiative.

His past roles with the ADB include:

  • Country Director for Viet Nam (2020–2023), where he was responsible for all ADB operations in the country.
  • Director of the Southeast Asia Energy Division (2016–2020), managing investments in energy infrastructure, policy advice, and sector reform.
  • Head of ADB’s energy sector operations in India (2013–2016).

Before joining the ADB in 2007, Mr. Jeffries held senior positions in the private sector, including Senior Vice President at Fortis Capital Corp. and Vice President at GE Capital’s Structured Finance Group, where he led structured finance transactions and project financings in energy infrastructure.

Mr. Jeffries, a U.S. national, holds a master’s degree in international affairs from Columbia University and a bachelor’s degree in economics from Bucknell University.
