DPWH and JICA strenghthen partnership to accelerate infrastructure development

The Department of Public Works and Highways (DPWH) is strengthening its robust partnership with the Japan International Cooperation Agency (JICA) to further accelerate infrastructure development across the country. The commitment was reaffirmed during a high-level meeting with Japanese parliamentarians on Wednesday, August 27, 2025.

Key Highlights from the Meeting

DPWH Senior Undersecretary Emil K. Sadain, who oversees infrastructure projects funded through Official Development Assistance (ODA), conveyed the department’s profound appreciation to the Japanese delegation, which was led by Obuchi Yuko, Chairperson of the Parliamentary Group of JICA. Sadain emphasized that this continued collaboration is crucial for achieving the infrastructure goals outlined in President Ferdinand R. Marcos Jr.’s Bagong Pilipinas vision.

“Through our partnership with the Government of Japan via JICA, we’re seeing tangible progress toward a future-ready Philippines,” said Sadain. He highlighted the Davao City Bypass Construction Project, which includes the nation’s first long-distance road tunnel, as a prime example of this impactful collaboration.

Overview of JICA-Assisted Projects

Sadain presented updates on 21 JICA-assisted projects within the DPWH portfolio, showcasing the breadth and depth of the partnership.

Completed Projects: Five projects, with a total value of ₱61.468 billion, have been completed. These include the Marawi City rehabilitation project and various flood risk management initiatives.

Projects Under Construction: Six projects, valued at a combined ₱188.75 billion, are currently underway. This includes key developments like the Pasig-Marikina River Channel Improvement Project and the Central Luzon Link Expressway.

Projects in Civil Works/Procurement: Three projects, with a value of ₱147.82 billion, are in advanced stages, including the Cebu-Mactan 4th Bridge.

New and Proposed Initiatives: Seven new projects, with a tentative cost of ₱525.365 billion, are in various preparatory and feasibility study phases. These proposed initiatives include the Parañaque Spillway/Tunnel Project and the Central Mindanao High Standard Highway Construction Project.

Strategic Importance of the Partnership

The meeting underscored Japan’s unwavering support for the Philippines’ development agenda. The strategic collaboration between JICA, the DPWH, and other government agencies like the Department of Transportation (DOTr) and the Philippine Coast Guard (PCG) is pivotal in delivering resilient and sustainable projects under the nation’s “Build Better More” program. This partnership is a testament to the shared commitment to advancing infrastructure that will benefit the Filipino people for generations to come.
