BOI fast tracks permitting for PHP6-B solar power project in Bicol

The PHP6-billion 180 MWp (megawatt peak) solar power project of Citadel Energy Corporation (CEC), a subsidiary of Zenith Renewable Energy Corporation (ZREC), has been granted Green Lane Certificate to facilitate the processing of government permits and operation.
In certifying the project, the Board of Investments (BOI) said that located in Camarines Norte, the CEC project  is set to become one of the largest solar power projects in the Bicol Region. Once operational, the plant is expected to significantly contribute to the country’s energy security and sustainability agenda.
The project is the latest to benefit from the Green Lane Program, established through Executive Order No. 18, which grants qualified strategic, high-impact investments expedited processing through streamlined inter-agency coordination, reducing bureaucratic delays.
This endorsement builds on BOI’s ongoing engagement with ZREC, which received a Green Lane Certificate in December 2023 for its 49.9 MW Mabini Solar Power Plant Project in Pangasinan, scheduled to begin operations in 2026.
ZREC also joined BOI at the Financing for Development (FFD4) in Seville, Spain, in June 2025, where it showcased the 50 MWac Libmanan Solar Energy Project as part of the Philippines’ portfolio of bankable, scalable, and climate-aligned investment-ready projects.
