Guided by President Ferdinand R. Marcos Jr.’s call for transparent and people-centered governance, the Bureau of Customs (BOC) has established the Balikbayan Action Center (BAC). This new unit is dedicated to protecting the shipments of Overseas Filipino Workers (OFWs) and ensuring that balikbayan boxes are handled with integrity and efficiency.
The creation of the BAC reinforces the Bureau’s commitment to overseas Filipinos by directly addressing common concerns regarding balikbayan box processing. The unit is tasked with implementing reforms to restore public confidence in customs procedures.
“This initiative demonstrates our firm resolve to protect the interests of overseas Filipinos,” said Commissioner Ariel F. Nepomuceno. “By ensuring that balikbayan boxes are treated with fairness and transparency, we honor their sacrifices and reaffirm our duty to serve them better.”
Key Functions of the Balikbayan Action Center:
Conducting in-depth research and analysis on balikbayan box concerns.
Identifying international best practices to improve efficiency and transparency.
Exploring collaboration with other government agencies.
Implementing necessary initiatives to address all balikbayan box-related issues.
The Balikbayan Action Center is headed by the Assessment and Operations Coordinating Group (AOCG), with the Assistant Commissioner of the Post Clearance Audit Group (PCAG) serving as the spokesperson. The team includes members from the Port Operations Service, the Public Information and Assistance Division (PIAD), and other relevant offices.
To ensure accountability, the BAC is required to submit an initial report within 30 days and provide monthly updates thereafter. The BOC’s establishment of the BAC extends its efforts beyond its core mandate of trade facilitation and revenue collection to safeguard the welfare of overseas Filipinos.
