Pres. Marcos Jr. signs law to create National Aviation Academy of the Philippines

President Ferdinand R. Marcos Jr. has signed a landmark law to elevate aviation education in the Philippines. On September 5, 2025, Republic Act No. 12255 was enacted, transforming the Philippine State College of Aeronautics (PhilSCA) into the National Aviation Academy of the Philippines (NAAP).

This new legislation designates the NAAP as the national professional institution for aviation, with a clear mandate to develop future leaders for the country’s aviation and aerospace industries. This includes providing specialized training for both the private sector and government agencies, such as the Armed Forces of the Philippines (AFP) and its branches: the Philippine Air Force, Philippine Navy, and the Philippine Army.

Enhancing Aviation Education and Research

The NAAP will focus on delivering world-class academic and professional training to meet the growing demands of the industry. The academy is tasked with providing advanced professional studies, intensifying technological research and development, and offering industry-driven programs.

The NAAP’s curriculum will include a wide range of programs, from short-term courses to undergraduate and graduate degrees. These include:

Bachelor of Science in Air Transportation, specializing in Commercial Pilot

Bachelor of Science in Aeronautical Engineering, which will now include Drone Technology

Associate in Aircraft Maintenance Technology

Associate in Aircraft Electronic Technology

Additionally, the academy will offer new programs in Aviation Safety and Security, Supply Chain Management specializing in Aviation Logistics, and Aviation Information Technology.

According to the new law, the NAAP will leverage the expertise of its community and other professionals to support national development goals. The academy aims to improve the quality of life, foster economic growth, and drive societal transformation through advancements in aviation and related fields. This strategic move by the government is expected to solidify the Philippines’ position as a key player in the global aviation sector.
