Hours after President Ferdinand R. Marcos Jr. officially announced its formation, the newly established Independent Commission for Infrastructure (ICI) took its oath of office on Monday, marking the formal start of its critical mandate to investigate and address irregularities in public works projects.
The ICI is led by Chairperson Justice Andres B. Reyes Jr., with Rogelio L. Singson and Rossana A. Fajardo serving as members. Court of Appeals Justice Pedro Corales administered the oath of office. Baguio City Mayor Benjamin Magalong, who will serve as a Special Adviser to the Commission, was also present during the ceremony.
The President has appointed individuals with proven competence, integrity, and deep expertise in infrastructure, finance, and institutional reform to lead this initiative. The ICI’s immediate focus is to investigate instances of flood control corruption that have occurred over the last decade.
The Commission’s establishment underscores the administration’s commitment to ensuring accountability and transparency in the use of public funds. During a press conference, President Marcos highlighted the independence of the body and its broader mission.
“What we really want is to fix the system,” President Marcos stated. “They also said, ‘May we make suggestions? May we make proposals as to the procedure for bidding for all these contracts para hindi na maulit ito?’ And, of course, I said we’re perfectly open to that.”
Echoing this sentiment, Justice Reyes conveyed his belief that the investigation should lead to a “fundamental change in the way that we do business,” signaling the Commission’s goal of systemic reform beyond its initial investigations.
With the oath-taking complete, the ICI is now fully empowered to carry out its work to ensure accountability and rebuild public trust in the country’s infrastructure development.
