Resigned PCAB, CIAP officials not spared from investigation

Resigned officials from the Philippine Contractors Accreditation Board (PCAB) and Construction Industry Association of the Philippines (CIAP) will not be spared from the investigations of the Department of Trade and Industry (DTI) and the Department of Public Works and Highways (DPWH).

“They are really part of the group that will be investigated,” said DTI Secretary Cristina Roque.

PCAB is a government agency under the DTI that licenses and regulates construction contractors in the country while CIAP is the central authority in the construction industry in the forefront of construction industry policy and program formulation, development and implementation. PCAB is one of the implementing boards of CIAP.

Following the identification of the initial 15 contractors, licensed and accredited by PCAB, engaged in the anomalous multi-billion peso flood control projects, several PCAB officials already resigned from their posts.

PCAB Executive Director Herbert Matienzo resigned early this month, citing personal reasons. PCAB board member Erni Baggao also stepped down, citing personal and health reasons, while Arthur Escalante’s term as PCAB board member lapsed in May.

Doris Gacho and engineer Sergie Retome have been designated acting executive directors of the CIAP and PCAB, respectively, until Malacanang appointments their replacements.
