Business leaders back Bureau of Customs’ reform agenda

The Bureau of Customs (BOC)’s sweeping reform program, focused on integrity, accountability, and modernization, has received a strong endorsement from the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII), one of the Philippines’ leading business organizations.

Since taking office, Commissioner Ariel F. Nepomuceno has implemented robust governance measures designed to transform the agency. These critical initiatives include the strict “No Take” Policy, an Anti-Conflict of Interest Policy, and enhanced disclosure rules for all Customs personnel.

The reforms are being significantly bolstered by the BOC’s aggressive digitalization program, aimed at streamlining processes, drastically reducing bureaucratic red tape, and eliminating opportunities for corruption.

The BOC’s renewed commitment to integrity is already yielding results. Over the last two months, intensified enforcement operations have led to the seizure of smuggled goods valued at ₱2.39 billion. These actions protect legitimate businesses and foster an environment of fair trade.

Commissioner Nepomuceno stated that these accomplishments are a testament to the agency’s firm resolve to uphold transparency and strengthen public trust in Customs operations.

The business community has warmly welcomed the BOC’s firm stance on integrity and good governance. FFCCCII President Victor Lim expressed strong support for the Commissioner’s leadership.

“In light of the recent issues affecting the Philippine government, it is good that there are leaders such as Commissioner Nepomuceno, who uphold integrity in good governance and create a very competitive and business-friendly environment for business people such as the FFCCCII. We are very supportive of such leadership,” Lim remarked.

The FFCCCII further pledged the readiness of the business sector to collaborate closely with the BOC to sustain these reforms. This partnership is expected to strengthen the campaign against smuggling and significantly contribute to national economic growth.

In response, Commissioner Nepomuceno emphasized the value of this collaboration, stating: “We value the trust and confidence extended to us by the business community. The BOC’s reform agenda is not only about institutional integrity but also about creating an environment where legitimate trade can thrive.”

“By working hand in hand with our partners in the private sector, we can ensure that the Philippines becomes a more competitive, transparent, and predictable destination for investment,” he concluded.
