CPA mandates geologic assessment of earthquake-hit Northern Cebu Ports to prioritize public safety

The Cebu Port Authority (CPA) has taken a proactive step to ensure the long-term safety and sustainability of its infrastructure by formally requesting the technical expertise of the Department of Environment and Natural Resources (DENR) Region 7 and the Mines and Geosciences Bureau (MGB) 7. The request calls for a Geological Site Scoping to be conducted at Northern Cebu ports damaged by a recent earthquake, a mandatory step before any final rehabilitation plans are approved.

CPA General Manager Kit Comendador and other key officials met yesterday with DENR 7 and MGB 7 representatives to formalize the request for a comprehensive geological assessment. The proposed scoping activity is designed to rigorously evaluate geotechnical stability and identify potential geohazards in the affected port areas.

The CPA emphasized the critical importance of MGB’s immediate technical assistance in identifying geological risks that could undermine the effectiveness of rehabilitation efforts. The assessment findings will serve as the foundation for all subsequent repair and reconstruction projects, with CPA also requesting detailed recommendations and mitigation measures to guide future planning.

“We must be guided by the expertise of our colleagues from DENR, especially from the MGB,” said GM Comendador. “There is a genuine concern that if these assessments reveal critical issues like soil instability, our ports could be deemed unsafe for continued operation. We must confirm stability first; otherwise, we risk allocating public funds to repairs that won’t last, compromising long-term sustainability and public safety.”

The initiative underscores CPA’s commitment to responsible use of public funds and its uncompromising stance on protecting the public and port users.
