DOT celebrates 46th MassKara Festival; Sec. Frasco hails Bacolod a beacon of resilience and hope

The Department of Tourism (DOT) successfully concluded its participation in the world-famous MassKara Festival, joining thousands of Bacolodnons in celebrating the 46th year of this vibrant display of courage, resilience, and joy.

DOT Secretary Christina Garcia Frasco was welcomed with bright smiles by local officials and revelers at the Paglaum Sports Center on Sunday, October 19. In her keynote address, Secretary Frasco underscored that the festival is more than just a colorful spectacle; it is a profound testament to the city’s enduring capacity to overcome adversity.

“The story of MassKara reminds the world that amidst hardship, there is hope. Here in Bacolod, you have turned challenges into celebration, and despair into determination,” Secretary Frasco stated. “That is why everyone that comes to Bacolod, including myself, feels the spirit that makes this truly the City of Smiles: vibrant, creative, and full of hope.”

For over four decades, the MassKara Festival has transformed Bacolod into a premier tourist destination, offering visitors a gateway to explore the city’s unique attractions, including its local gastronomy, thriving art scene, and historical sites. The festival itself serves as a powerful symbol of Filipino spirit—rising above uncertainties with determination and joy.

Concluding her message, Secretary Frasco expressed her admiration for the Bacolodnons’ strength. “So today, as we cheer for our MassKara performers, let us celebrate not just the beauty of the masks, but the strength of all the people of Bacolod: malipayon, malaumom, kag madaugon sa tanan panahon (happy, hopeful, and victorious at all times),” she enthused.

Among the local officials present at the celebration were Congressman Albee Benitez, Mayor Greg Gasataya, Vice Mayor Claudio Puentevella, and several Bacolod City Councilors. Secretary Frasco was accompanied by DOT officials, including Undersecretary Ferdinand Jumapao, DOT-VI Regional Director Krisma Rodriguez, and Director Paulo Tugbang.
