CIC and PRA to implement provisional toll rate adjustment for R-1 Expressway and Extension starting Oct. 28

Cavitex Infrastructure Corporation (CIC), in partnership with the Philippine Reclamation Authority (PRA), today announced the implementation of the provisional toll rate adjustment for the R-1 Expressway (Seaside to Zapote) and the R-1 Expressway Extension (Zapote to Kawit), integral components of the Manila Cavite Toll Expressway Project (MCTEP).

The Toll Regulatory Board (TRB) has approved this adjustment, which is pursuant to the petitions filed by the CIC and PRA in 2020 and 2023. The new provisional toll rates will officially take effect at 12:01 AM on Tuesday, October 28, 2025.

New Toll Rate Structure

The new rates for the R-1 Expressway and R-1 Expressway Extension are as follows:

The rate adjustment is essential for ensuring the continued high-quality operations, maintenance, and improvement of the entire MCTEP corridor. These investments are dedicated to providing expressway users with a safe, convenient, fast, and worthwhile travel experience.

CIC and PRA confirmed that all required procedural and substantive requirements for the implementation, including the necessary publication of the Notice of Toll Rate Implementation in a newspaper of general circulation, have been fully complied with.
