CIAC, FTI seal partnership to develop PHP3.6-B mega food hub

The Food Terminal Inc. (FTI) and Clark International Airport Corp., both government-owned agencies,  have signed a Memorandum of Agreement (MOA) for the development of a PHP3.6-billion Bagsakan ng Bayan Mega Food Hub (BBM Food Hub) within the Clark aviation complex.

The mega food hub is envisioned as an integrated and centralized hub for food distribution, storage, and processing high value agro–and agricultural products, supporting both local and export markets. It is a major step forward in the transformation of the aviation complex as a logistics facility, not just for industrial products, but agricultural, as well., boosting country’s food security and  developing a mega logistics facility for agri exports and domestic markets.

The MOA was signed by FTI President Joseph Lo and CIAC President Joseph Alcazar on October 27, 2025.

The food hub will rise on a 46-hectare property in Clark, Pampanga, serving as the main trading center for Northern Luzon. FTI will begin developing a 10-hectare section early next year.

It will integrate wholesale trading, food storage, processing, logistics, and agri-tourism facilities. It will also feature a Halal-certified zone and dedicated spaces for One Town, One Project (OTOP) enterprises that promote local livelihoods, innovation, and sustainable growth.

The mega food hub will feature state-of-the-art facilities and services integrating modern food storage warehouses, cold storage units, processing facilities, administrative offices, research and quality control, international shipping, marketing, and trading for both domestic and export markets.

The collaboration covers the development, operation, and maintenance of a wholesale food hub that will serve the Clark Freeport Zone, New Clark City, Metro Manila, and the regions of Northern, Central, and Southern Luzon, while also providing direct access to global markets.

Under the MOA, FTI will lease the Clark property from CIAC for 25 years.

“This partnership aligns squarely with President Ferdinand R. Marcos Jr.’s directive to prioritize agricultural development and strengthen the agro- and agri- logistics value chain—particularly in advancing the nation’s aquaculture and agriculture industries,” said CIAC President and CEO Alcazar.

FTI President Lo said the project revives FTI’s original mission of linking farmers directly to consumers. “The hub will encourage producers and entrpreneurs, ensure fair farm-gate prices, lower food costs, reduce post-harvest losses, create jobs, and stabilize supply,” he said.

Agriculture Secretary Francisco P. Tiu Laurel Jr. Laurel, who witnessed the signing ceremony, said the project follows successful models in neighboring countries, particularly Thailand, where food hubs have driven agricultural progress.

“This is one of several mega food hubs the DA will develop to ensure stable markets and long-term food security,” Tiu Laurel said. “It supports the vision of President Ferdinan Marcos Jr. of giving farmers and fisherfolk fair access to markets through strategically located food terminals.”

A second 40-hectare hub will also be constructed in Bukidnon to service Mindanao while a third 30-hectare hub is planned in Quezon province for Southern Luzon and Bicol produce.

Also present during the MOA signing were Bases Conversion and Development Authority Chairman Hilario Paredes, BCDA President Joshua Bingcang, CIAC Directors Glenn Albano and Victor Manuel, Transportation Assistant Secretary Donald Mendoza, and representatives from Clark National Food Hub Task Force and from the New Business Ventures Unit.

CIAC serves as the aviation and land development arm of the Bases Conversion and Development Authority (BCDA), while FTI is a government-owned or -controlled corporation and a subsidiary of the National Food Authority (NFA) which engages in supporting the agricultural sector by providing facilities for food processing, storage, and distribution, linking producers with consumers, and promoting price stability.
