The Department of Migrant Workers (DMW) and its sole and exclusive labor representative, the Rank-and-File Employees Association (RAFEA), officially signed on Tuesday the Collective Negotiation Agreement (CNA), marking a significant milestone for cooperation and employee welfare within the department.
The CNA signing ceremony was spearheaded by Migrant Workers Secretary Hans Leo J. Cacdac for the DMW, and RAFEA President Dunhill D. Alcantara, alongside other key officials from both the management and the union.
The agreement, which will be implemented over the next four years, was finalized after extensive consultation between the DMW leadership and RAFEA. While it includes provisions for employee incentives, the primary goal of the CNA is to deepen cooperation between management and staff and ensure the effective implementation of programs dedicated to the well-being of all DMW employees.
“This CNA is a powerful symbol of our commitment to prioritizing the welfare of the people who dedicate their lives to serving our Overseas Filipino Workers,” said Secretary Cacdac. “Strong internal partnership is crucial for effective public service, and this agreement establishes a clear, collaborative framework for the DMW’s future.”
RAFEA President Alcantara added, “The formal signing of this Collective Negotiation Agreement secures a tangible commitment to our rank-and-file employees. Beyond the benefits and incentives, this CNA solidifies our role as partners in achieving the Department’s mission to support our migrant workers.”
RAFEA is recognized as the sole and exclusive negotiating body for all rank-and-file employees of the Department of Migrant Workers.
