CAAP underscores regulatory oversight and safety at Drone Warfare Summit 2025

The Civil Aviation Authority of the Philippines (CAAP) emphasized the crucial role of regulatory oversight, safety, and international alignment in the expanding realm of unmanned aircraft operations during the Philippine Navy Drone Warfare Summit 2025, held from October 27 to 29 at the Subic Bay Exhibition and Convention Center.

During his address, CAAP Director General, retired Lt. Gen. Raul Del Rosario, highlighted the necessity of maintaining strict safety and regulatory compliance as drones become increasingly integrated across the civil, commercial, and defense sectors. This compliance is mandated by the Philippine Civil Aviation Regulations (PCAR).

“Effective regulation allows innovation to progress while maintaining the integrity of our airspace and the safety of those who use it,” stated Lt. Gen. Del Rosario.

CAAP’s measures to ensure traceability and adherence to operational standards require all drone operators to:

Obtain an RPA Controller Certificate.

Complete accredited training.

Register their aircraft and operations with the Authority.

As of October 2025, the Philippines boasts 1,432 active RPA Controller Certificate and Remote Pilot License holders nationwide, a figure that demonstrates stronger compliance and heightened awareness within the drone operating community.

CAAP also reported a steady increase in registered drones and Special Permits for Remotely Piloted Aircraft System (RPAS) operations, primarily for aerial surveys, photography, and drone shows. This trend signals public confidence in the Authority’s regulatory framework.

The Director General reiterated the CAAP’s core mission, stating, “CAAP’s mission is to keep the skies open for progress while ensuring that safety always comes first. For drones, this means that every operator, aircraft, and activity must be authorized, trained, and monitored under consistent safety rules.”

The Drone Warfare Summit 2025, hosted by the Philippine Navy, served as a key platform bringing together experts, military officials, and stakeholders to showcase emerging drone technologies and discuss their evolving role in intelligence, surveillance, and civilian operations across the Philippines.
