ARTA confirms receipt of complaint involving a BIR–Novaliches employee

The Anti-Red Tape Authority (ARTA) has confirmed receipt of a complaint filed by Ms. Nica Cadalin against an employee of the Bureau of Internal Revenue (BIR)–Novaliches, citing alleged rude behavior during a transaction.

In a statement, ARTA said that the complaint was formally received on October 28, 2025 and has undergone initial evaluation by an assisting lawyer. In line with ARTA’s standard procedures consistent with due process, the handling complaints officer has issued a Request for Completion (RFC) to Ms. Cadalin, seeking additional information and supporting documents necessary to proceed. 

These include simple transaction details and pertinent evidence to aid in the appropriate evaluation of the case, whether or not to proceed with a formal complaint which will require the concerned BIR employee to submit a counter-affidavit.

ARTA reiterates its commitment to act promptly on complaints involving violations of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The Authority likewise requests the public to course grievances through official channels to ensure proper documentation and resolution. Complaints may be filed via the electronic Complaint Management System (eCMS), accessible through the eGOVph Super App or directly at https://ecms.arta.gov.ph, or by emailing complaints@arta.gov.ph.The complainant may also lodge the complaint through our virtual Assistant who is available 24/7 by simply clicking talk to TALA.
