The Land Bank of the Philippines (LANDBANK) solidified its commitment to advancing digital public services and smart city development by signing a Memorandum of Understanding (MOU) with Clever Minds Digital Solutions, Inc. (CMDSI). The partnership aims to integrate LANDBANK’s robust electronic payment services into CMDSI’s innovative parking application, LUVPARK.
The signing ceremony took place today, 30 October 2025, at the GC&C Building in Bacolod City.
The collaboration will embed LANDBANK’s reliable digital payment facilities directly within LUVPARK, a GPS-enabled mobile application that allows users to seamlessly find, reserve, and pay for parking spaces in real-time. This integration ensures a more secure, efficient, and entirely cashless parking experience for users across the country, starting with key urban centers.
LANDBANK President and CEO, Lynette V. Ortiz, highlighted the bank’s mission in the digital age.
“This partnership with Clever Minds Digital Solutions is a clear demonstration of LANDBANK’s dedication to supporting local governance and delivering accessible digital services. By integrating our secure payment systems into LUVPARK, we are not just simplifying parking; we are actively contributing to the foundation of smarter, more efficient cities,” said President Ortiz. “We are moving the nation forward by bridging digital gaps and promoting financial inclusion through practical, everyday innovations.”
CMDSI President and CEO, Charles Anthony M. Dumancas, emphasized the impact on urban mobility.
“LUVPARK was designed to address the daily frustration of finding parking, and now, with the integration of LANDBANK’s payment solutions, we complete the experience by making the payment process instantaneous and hassle-free,” stated President Dumancas. “This collaboration enhances the user experience, reduces street congestion caused by searching for parking, and marks a significant milestone in our vision for truly integrated and connected urban communities.”
The formal signing was led by LANDBANK President and CEO Lynette V. Ortiz and CMDSI President and CEO Charles Anthony M. Dumancas. They were witnessed by LANDBANK Executive Vice President Leila C. Martin, Senior Vice President Marilou L. Villafranca, and CMDSI General Manager Cathrina Y. Dumancas.
The alliance represents a critical step in accelerating digital transformation initiatives, making transactions simpler and more secure for the public, and helping local government units transition to sophisticated, digitally managed systems.
