President Ferdinand R. Marcos Jr. has officially appointed Charlito Martin “Charlie” Mendoza, a highly accomplished lawyer and licensed geodetic engineer, as the new Commissioner of the Bureau of Internal Revenue (BIR), succeeding lawyer Romeo Lumagui Jr.
Commissioner Mendoza took his oath of office before President Marcos in a simple ceremony held at the Study Room of the Malacañan Palace on Thursday, marking the formal start of his tenure at the nation’s primary revenue-generating agency.
Prior to his elevation, Commissioner Mendoza served as Undersecretary of the Revenue Operations Group (ROG) at the Department of Finance (DOF). In this crucial role, he was instrumental in supervising the operations of both the BIR and the Bureau of Customs (BOC), helping to ensure that the government met its annual revenue collection targets.
Mr. Mendoza brings a robust track record of operational excellence and significant collection achievements, notably during his tenure as District Collector for the BOC at the Port of Cebu from July 2019 to October 2022. Under his leadership, the Port of Cebu achieved record-breaking revenue collection and secured significant milestones in border protection. Furthermore, the Port of Cebu became the first customs collection district to have its main port and all subports ISO 9001:2015 certified during his watch.
Commissioner Mendoza is academically distinguished, holding a Bachelor of Laws degree from San Beda University, where he placed third in the 2004 Philippine Bar Exam. He also holds a degree in Geodetic Engineering from the University of the Philippines. This unique combination of legal, fiscal, and technical expertise positions him well to lead the BIR in its crucial role in national development.
