CAAP enhances airport security with second writing workshop

The Civil Aviation Authority of the Philippines (CAAP) has launched the second batch of its Airport Security Program (ASP) Writing Workshop, running from November 17 to 21, 2025, at the Savoy Hotel in Pasay City. This initiative is a critical step in fortifying the security framework across all CAAP-managed airports.

The workshop, attended by approximately 30 participants, is designed to effectively disseminate the core provisions of the National Civil Aviation Security Programme (NCASP) 2024 Edition. This focused effort ensures that security protocols nationwide are systematically aligned with the country’s most current aviation security standards.

In his opening address, CAAP Security and Intelligence Service Assistant Director General MGen Ricardo C Banayat, AFP (Ret), underscored the workshop’s significance. He stated that the ASP is the “operational embodiment of ICAO Annex 17 requirements,” ensuring that all measures are coordinated, responsive, and capable of addressing evolving security threats in line with the NCASP.

MGen Banayat also reminded participants of their vital daily mission: to protect passengers, secure airport operations, and maintain the integrity of civil aviation security.

This second batch builds on the success of the first ASP Writing Workshop, which was held in coordination with the Office for Transportation Security (OTS) from May 26 to 30, 2025. Following the initial workshop, 20 CAAP-operated airports successfully submitted their amended ASPs to the OTS for assessment and approval, confirming their compliance with the NCASP 2024 Edition.

The ongoing workshop reaffirms CAAP’s commitment to implementing a robust, compliant security framework that not only strengthens internal capacity but also promotes a strong security culture and upholds both national and international civil aviation security standards.
