Cebu Pacific flies 22 million passengers year-to-date, reports strategic capacity moderation in October

Cebu Pacific (CEB), the Philippines’ leading airline, announced that it has flown 22.0 million passengers year-to-date (YTD) 2025, marking a strong 12.3% increase compared to the 19.6 million passengers carried during the same period in 2024.

The robust YTD performance reflects continued recovery and expansion across CEB’s network. Domestic passenger traffic grew by 10.8% to 16.4 million, while international passenger volume saw a significant 17.0% increase, reaching 5.6 million travelers. Overall seat load factor (SLF) averaged a strong 84.3% for the period, reflecting efficient utilization of its 26.1 million available seats, which were up 12.5% year-on-year.

For October 2025, CEB carried 2.1 million passengers, a 1% decrease compared to the same month last year. Overall, SLF decreased marginally to 79.3%. This moderation was primarily driven by strategic capacity adjustments.

  • International Traffic Remained Strong: International passenger volume grew by 10.7% year-on-year, supported by a 22.2% increase in international seat capacity.
  • Domestic Adjustment: Domestic passenger volumes decreased by 4.5% on 6.1% fewer seats, resulting in a domestic SLF of 82.5%.

“October reflected our active capacity management, as we navigated ongoing supply chain challenges, particularly those related to Pratt & Whitney engines, as well as weather-related disruptions,” said Mark Cezar, Chief Financial Officer of Cebu Pacific. “Capacity growth was intentionally moderated to ensure operational resilience ahead of the peak travel season. While November is seeing similar headwinds and moderation, we are planning a return to double-digit capacity growth in December and January to meet the anticipated holiday demand.”
