The Light Rail Transit Authority (LRTA) proudly announces its receipt of the prestigious Plaque of Appreciation from the Career Executive Service Board (CESB), recognizing the Authority as an Outstanding Partner for Learning 2025.
The award was formally conferred during the CESB Human Resource Managers Fellowship Meeting and Learning Session held on Tuesday, December 3, 2025. This recognition celebrates LRTA’s sustained and invaluable support and its significant contributions to the CESB’s crucial learning and development initiatives, which are designed to enhance the capabilities and competencies of public servants nationwide.
This year’s accolade marks LRTA as a consistent honoree of the CESB since 2019, underscoring a deep, long-term commitment to fostering professionalism and excellence within the bureaucracy.

The Plaque of Appreciation was graciously accepted on behalf of the Authority by two key representatives:
Mr. Nelson Ronald D. Ambrosio, who is also the esteemed CES Advocate 2025 awardee.
Ms. Ma. Lourdes Caraan of the LRTA’s Human Resource Management Division (HRMD).
The award was presented by CESB Executive Director Maria Marcy Cosare Ballesteros, who commended LRTA for its unwavering partnership in advancing the learning agenda for the Career Executive Service Officers (CESOs) and other public officials.
