In direct compliance with the directive of President Ferdinand “Bongbong” Marcos Jr. to heighten security measures across all airports nationwide, the Office for Transportation Security (OTS) formally issued 134 Certification IDs to contracted aviation security personnel of the Luzon International Premiere Airport Development (LIPAD) on Friday, December 5, 2025.
These certified security personnel are now authorized to implement enhanced security measures at Clark International Airport (CRK).
The issuance of these certifications underscores the OTS’s continuing commitment to maintaining standardized security measures for the training and certification of personnel in all airports nationwide.
Each ID serves as official confirmation that the holder has successfully met the stringent national and international requirements outlined in the National Civil Aviation Security Programme. This authorizes them to perform critical security functions within the restricted and vital areas of Clark International Airport.
OTS Administrator Usec. Gilberto DC Cruz emphasized the significance of the certification, highlighting that it comes with a high degree of accountability and an expectation of professionalism from all airport security personnel.
“Ang pagkakaroon ng Certification ID ay nagbibigay hindi lang ng authority, kundi ng malaking responsibilidad. Bitbit nila ang tiwala ng publiko, kaya dapat siguraduhin nilang ligtas at maayos ang operasyon sa loob ng airport,” Usec. Cruz stated. (The possession of a Certification ID grants not only authority but a great responsibility. They carry the public’s trust, and they must ensure safe and orderly operations within the airport.)
The OTS remains steadfast in its mission to strengthen aviation security across the country. This commitment is realized through:
Regular training, assessments, and certification of personnel.
Sustained collaboration with airport authorities and key stakeholders nationwide.
This latest action at Clark International Airport is a tangible step toward achieving the goal of a safer and more secure transportation environment, in line with the national administration’s security agenda.
