Pres. Marcos Jr. instructs Congress to focus on four main legislative measures for accountability and reform

President Ferdinand R. Marcos Jr. has directed Congress to prioritize the passage of four key legislative measures to strengthen accountability, transparency, and electoral reform in the country. The directive was issued during a Legislative-Executive Development Advisory Council (LEDAC) meeting held in Malacañan Palace on Tuesday.

Prioritized Bills

The President specifically urged both Houses of Congress to expedite the passage of the following bills:

Anti-Dynasty Bill: Aims to curb the concentration of political power within a few families.

Independent People’s Commission Act Bill: Seeks to establish a body that would empower citizens in governance.

Party-list System Reform Act Bill: Designed to improve and strengthen the current party-list system for a more representative democracy.

Citizens Access and Disclosure of Expenditures for National Accountability (CADENA) Act Bill: This legislation seeks to institutionalize transparency and accountability in public finance by providing citizens with greater access to government expenditure information.

Presidential Communications Office Undersecretary and Palace Press Officer Claire Castro announced the President’s instructions, stating, “In an LEDAC meeting this morning, the President also instructed both Houses to take a closer look at the four bills and prioritize the passage as soon as possible.”

The LEDAC meeting was attended by key legislative leaders, including Senate President Vicente Sotto III, House Speaker Faustino Dy III, Majority Leader Ferdinand Alexander “Sandro” Marcos, and other congressional leaders.

Undersecretary Castro added that the LEDAC also reached an agreement on the timelines for the passage of the 2026 General Appropriations Act (GAA) and the subsequent submission of the bill for the President’s signature, ensuring the timely enactment of the national budget.
